To overcome the problem of unsolicited SMS and cyber crime, Telecom Regulatory Authority of India (TRAI) has released a notification for every bulk SMS service provider and as per TRAI guidelines every bulk SMS Provider have to register with the telecom operators to continue their service of sending SMS to clients.
What is the purpose of DLT ?
Telecom Regulatory Authority of India (TRAI) has released the Telecom Commercial Communication Customer Preference Regulation (TCCCPR) 2018 to regulate Unsolicited Commercial Communication (UCC) and making a transparent unorganised SMS industry. TRAI has made guidelines to establish a greater control, prevent any malpractices and ensure greater safety to the customer.
The main objective of the regulation is to create a transparent system to minimise unsolicited, spam and fraudulent activities to a larger extent using this Block chain-based DLT platform.
After the implementation of DLT concept the Businesses and Bulk SMS Service Providers will answer to the telecom operators and they will be directly accountable to TRAI. The system will be governed using Blockchain technology also known as Distributed Ledger Technology (DLT) and the whole panel entities will be interlinked with each other.
TRAI DLT Registration is mandatory now for Entity/Enterprise. DLT Platform going live from 1st June 2020. Post 1st June 2020, as per TRAI direction, SMS services of only registered entities will be allowed from operators.
New rules of DLT
- From 01/06/2020, only DLT registered headers /sender id’s would be allowed by the Telecom operators.
- From 9 pm to 10 am promotional sms can’t be sent wheather a customer has registered for DND or not chosen any time band.
- Operators will stop support delivery notifications for messages sent via Promotional routes with Numeric headers. No DLR’s for promotional traffic.
Documents needed for DLT Registration
Please arrange and sumbit the documents before registering yourself as an Enterprise or Telemarketer :
- Business PAN number with soft copy
- GST Certificate
- Establishment Certificate
- Proper Business Address
- GST Regn or Business Regn certificate as a proof of business entity
Process of DLT Registration-
Between two types of DLT registration, you have to choose either Entity registration or Telemarketer registration.
1. Enterprise: Enterprise is the company who is sending SMS to its clients and customers. It can be an individual, sole proprietor, partnership firm, or any private/public or Government company who wishes to send SMS to their respective clients. According to the new TRAI rules, every enterprise to register with the Telecom Operators in the DLT platform mandetorily.
2. Telemarketer: Telemarketer is the Bulk SMS Service Provider from which an individual or company purchases Bulk SMS to send to their customers. As per the updated TRAI rules, every telemarketer have to register themselves on the DLT platform to send sms on behalf of the Enterprise.
Steps of DLT registration-
- Select one between Telemarketer and Enterprise.
- Then select Aggregator function.
- Have you registered with any other mobile operator DLT netwotk- select No
- Put your Business PAN number
- Fill the required details of the form
- Do OTP verification
- Do Email verification
- Login in to DLT portal
- Upload the soft copies of required documents
- 10. After uploading successfully get the registration number
Get the Telemarketer or Enterprise Registration ID within 3 days of KYC documention uploading.
